Drug Shortages Web/Mobile Applications

The Drug Shortages Division (DSD) within the Health Product Compliance Directorate (HPCD) of the Regulatory Operations and Enforcement Branch (ROEB) at Health Canada (HC) is seeking to procure services for monthly hosting, maintenance and support of the Drug Shortages Canada website, and enhancements to the website on an "as and when needed" basis, for a three (3) year period with an option for up to seven (7) 12-month periods.

In 2016, Health Canada introduced new regulations requiring drug manufacturers to report actual and anticipated drug shortages and discontinuations on a 3 rd

party hosted website: C.01.014.9(1) If a shortage of a drug exists or is likely to occur, the authorization holder for the drug shall post the following information in English and French on a website that is operated by a party for that purpose with whom Her Majesty in right of Canada has entered into a contract to make that information available to the public. https://www.penuriesdemedicamentscanada.ca/ ] was launched when the regulations came into force in March 2017 after a competitive process for website development, hosting, and maintenance and support. The website is now in operational mode and part of regular business process.

The website is a critical resource in Health Canada’s responsibility to mitigate and prevent drug shortages. The information on the website helps protect the health and safety of Canadians by ensuring that the drug shortage and discontinuation information needed by the Drug Supply Chain, Health Care System, governments, and Canadians is made available in an accurate and timely manner, including for drugs/vaccines used to treat COVID-19. As such, any disruption to this website can have negative consequences and impede Health Canada’s and other stakeholders’ response to anticipated and actual drug shortages.

The objective of the current competitive process is to identify a Contractor to host, maintain, support, and enhance as required the Drug Shortages Canada website. The website must continue, without disruption, to (i) ensure that drug market authorization holders meet their regulatory obligations to publicly report drug anticipated and actual shortages and discontinuations, (ii) provide the Canadian public and healthcare professionals with the information to make a well-informed decision about health and well-being, and (iii) inform Health Canada’s decision-making to mitigate risks of drug shortages and discontinuations – this has been even more critical during the COVID-19 pandemic as supply chains have been deeply impacted.

The work is currently being performed by Bell Canada under contract (value $1,938,687.50 plus applicable taxes).
